Booting up with CD-Rom Support

I have a dell Dimension I am trying to run windows 98 on it I have a windows 98 second. edition boot disk. I have fdisk the drive and formatted it also but when I use the boot disk and choose start computer with cd-rom support or start windows98 setup from cd it hangs up in the process of loading the drivers for the cd rom in dos, “AIC-6260/6360/6370 ASPI Manger for dos” this is where it get hung up, also I tried a new IDE cable and then I move the cd rom and piggy back it with the hard drive and it still hangs up, can you help me with this issue please??
