Booting with CD-Rom support

I have just FDISKed a compaq Pres.9548. I can’t boot with cd rom support useing the Windows 98 SE boot disk. I think it has something to do with the IDE CD- Rom driver on windows disk. How can I get this cd rom to work so I can load win 98 se from cd
