Browser that Supports Frames While in HT

I have been working in MS FrontPage Express to edit web pages in HTML format. Several pages that I have opened give me the message, “You must have a browser that supports frames to view this document”. There are several colored images on the page,and double-clicking them gives the image properties.
My browser is IE 5.01, which I thought allowed for the viewing of frames in html. Is there a setting that I can enable to allow viewing of frames, or am going to have use another browser?
