bypassing startup

missing or corrupted c:/windows/himem.sys
dblbluff.sys
ifshelp.sys
have boot disk,full win95 disk and packard bell restore cd,what do i do,it also states registry/configuration error.iam lost at the c:\
please give step by step guide also will not start in safe mode
