Can Fat 16 Partitions copy to Fat 32 Par

Im installing a 27 gig hard drive into an older pentium system which is running Windows95 and only has a 2 gig hard drive. What I did was fdisk/format the new hard drive using a win98 bootdisk into one big partition. Worked fine… Now im using the Maxtor MaxBlast software to copy my old partition to the new drive. Problem is my old drive is using fat 16 partitions and my new drive is using fat32.. I think its causing a problem because the computer will not boot off the new drive once i copythe information over.
