Can not get into Setup

I recently purchased a new PC running WIN2000 OS. I was able to hit the DEL key and get into the setup program, but ever since I upgraded to WIN XP I just can not get into the Setup program. I have tried even holding the DEL key down all the time to swapping the KB. I need to boot the PC with the Boot from CD to re-install XP from scratch.
