cannot access modem, cannot find error

For no reason that I can see, when I try to access my modem the computer hangs or crashes. This happens when I try to go online or click modems or telephony in control panel. Everything seems fine from the device manager.
I have tried removing the modem physically, reinstall its driver, reinstall windows, and reextracting individual files which report errors such as rundll32.exe, secur32.dll, and tapisrv.exe. Nothing has helped. I’m completely stumped.
