Cannot boot W2k Pro in Safe or VGA mode

W2K client cannot boot up in safe or VGA mode; some lunkhead disabled the VGA driver.
System information console (system tools\ system information\software environment\drivers) shows driver vgasav with state of “Stopped.” It should be “Started.” All dlls are where they should be; I tried reapplying SP2 but no dice. Any ideas??
