Cannot fdisk

I installed winME on my comp recently wanted to use the fdisk utility to change my partition size but it would not allow me,the message I get is disk 1 is not
acessesable, reason I found was it has file named Suhdlog.dat which blocks your fdisk,format, utility from working.WinME help file describes the way to unistall this, some smartdrv commands etc but it did not work for me all I want to do is run fdisk and change my partition size and instal new OS. Partition magic does not work either till this file is there and further you cant even run format command I even tried win98 ESD Disk….. help….
