Cannot install windows on new machine

I have built a new computer with Intel D815EGEW Motherboard and Intel PIII 1.2 Gigahertz Processor 128 MB PC 133 Ram and Award 300-PS 300 Watt powersupply. The Bios works OK and installed a New Seagate 40GB ATA 100 Hard drive. Fdisked and formated using Windows Boot disk in Floppy drive. Next tried to clean install WinMe and keep getting errors in File copy with SUWIN and Kernal.32 errors. Happens with any OS from Win98 through Win XP. I checked all the bios settings and they seem OK. I flashedto the latest Bios and still have same problems. Could the MoBo be bad?
