cannot load modem.cpl

Pentium 400 on SOYo mb with 224 RAM, win98. When I do anything with modem in device manager, check properties, delete, whatever, I get a message saying cannot load installer (modem.cpl). There is no modem icon in control panel. DUN has the flying windows icon as in not associated with anything. Network shows as it should and shows to be working. Have removed modem (Amquest AM56HCFSP from box. Have killed COM 2 and even COM 1 (PS2 mouse) in bios. Have extracted modem.cpl from cab and put it in windows and windows\system. “Standard modem” showing in device manager. If I put modem back in box, it is picked up to show in device manager, but not loaded.

This began when user loaded Bitware, got scared when it started asking questions, cancelled setup, and deleted the two folders Bitware had made. I have re-installed Bitware, in the same dirs that were deleted, but did not help. Bitware cannot detect modem. Prior to Bitware fiasco, everything worked perfectly. Any help would be GREATLY appreciated!
