Can’t access websites but can send email

Despite technical help from a couple of ISP providers, I still can’t access any internet address altho I can send email via AOL browser. Both IE and Netscape (including AOL browser) always report cannot access requested page. It was suggested thatfault likes with my operating system. I am using Win98.
