Cant connect to Oracle Forms 6i on a Ora

I have a working installation of Oracle8i Personal Edition (can access local database in SQL) but receive error when attempting to connect thru Oracle Forms Builder (regardless of the user/password attempted).

Error :
TNS name server can not be resolved.
