Can’t read cd-rom from DOS(or floppy!),

A friend deleted Windows(and god knows what else) and now can’t access cd-rom, or floppy dr. She has Win’95 on older comp. Startup disk from a ’98 comp. didn’t work. Actually there are 2 comps., one reads only c: (in DOS, Win not working)even when I change to a:, b:, d:, etc. The other won’t even boot to DOS! The one with DOS “working” boots to the point of mentioning probs. with several .vxd files (that are in Win!) How can I recover/reinstall these drives/drivers/files from DOS? TIA
