Cassiopeia model E-15 and Win NT

I am trying to install a Cassiopeia model E-15 palm computer on a Toshiba 4030 laptop that is running Win NT 4.0 sp 6a. As directed I ran Windows CE install and followed all instructions. Yet the Pc still does not see the device. Is there something I am overlooking? This is the first install of a plam PC I have had problems with.
