CD-Burner problem

I have a HP 7200i burner. The problem is that this unit worked great before format of hard drive and fresh install of win98 SE. OS before was win95. The burner will let me copy to writeable disks that were formatted before the OS install. I can not format new CD-RW disks, and it will not allow me to use new CD-W once disks. The burner will eject the disk before completion of write. If anyone has had this problem and can help me out here, I would be greatful. Thanks in advance for any help.
