CD ROM only reading previously loaded CD

I have come accross a Gateway PC running Windows 95.

This machine has a rather odd problem. The CD ROM drive will only recognize CD’s of programs that have already been loaded onto the system. Any new CD will not be recognized and cannot be accessed. Any solutions would be graetly appreciated.
