CD ROM returns incorrect function error

I am experiencing this issue on a box running Windows 2000 Professional. When the CD-ROM drive is accessed, the user receives the error “E:\ is not accessible, incorrect function”. There has never been a USB device of any kind attached to this box,and the standard registry fixes have not had any effect. Any input would be appreciated!
