cd-rw does not work

When I insert a blank disc,the dialog box still tells me to insert a blank disk.BIOS detects the device.The drive is detected in DEVICE MANAGER,and it says that it is working properly,same as the driver.I have been told to clean the drive.I did,but syill get no rtesult.Waht is wrong?
