Change of motherboard

3 days ago, I changed my motherboard from Asus Cusi-M to Intel 815E. prior to change, I didn’t have any problem using the internet. Now I’ experiencing alot of hang-ups and have to restart many times. My OS is Windows Me. Does this problem have to do with my OS or the motherboard. The reason for the change is for my webcam to function fully.
