Cluster Size in an Exteded Partition

Regarding Clusters sizes in an Extended Partition;

Is the size of the cluster determined after you created an extended partition and before you add a logical drive letter
OR
Is the cluster size determined per logical drive you create whereeach logical drive would have its own cluster size within the extended partition ?
