Com Ports/External Modem

We have One PC on our network running Win 98 1st edition. This system has an external modem connected to it but if that PC gets shut down and the person trys to use the modem it can not find it. We have to go into the computer properties and delete the com ports and reboot the PC and then let it pic the ports back up and it works fine again.

Any ideas?
