Com Ports not installing

I have installed Windows 2000. Device manager gives the following error message for each com port ” This device is no longer functioning properly and may need to be replaced. Contact the manufacturer of this device for assistance.” The Resources tab indicates proper settings with motherboard resources and says there are no conflicts.

When I boot Win 98 on the same machine, the com ports work fine so I assume the hardware settings are correct.
I have tried deleting and reinstalling the ports, no help. On occassion, the ports will show up in duplicate but currently do not. On a reinstall, setup appeared to identify my external modem conected to com 2 but did not complete installation of same. I have checked \hkey_local_machine\system\current controlset\services\serial\ and have not found Parameter key where I understand the subkeys for muultiple com ports would be listed. I am assuming the problem is not multiple ports. All assistance will be greatly appreciated.
