Communication card COM problem

Hi People
I have a communication PCI card that I need to install in a Piii PC. The card is needed so that the software can monitor the phone calls of the company.
The computer had its build in communication port removed, but still has got one under the keyboard connection to COM port one. A mouse works fine on it when connected, but it uses a PS/2 mouse.
The newly bought communication card installs nicely and all seems OK but no communication can be made through the ports. No IRQ or address clashes can be seen in the device manager. When a modem is connected the port communicates quickly but drops it after about three seconds. The company that supplies the software for the monitoring of the phones says it is not there equipment or software.
The only other card installed in the PC is a network card. We are running Windows 95. The phone lines were down after it was hit by a lightning storm.
Is there any suggestion out there what to do?
