Communication ports

I am installing a GVC PCI 56L v90 modem in a PC running Win98.

I keep receiving the following message when I try to test the modem thru the diagnostic tab of the modem icon in the control panel. Modem is set to COM5.

Message: Cannot open port

Anybody has a suggestion?
