Compaq 2s beeps and won’t shut down

Hi, I am working on a Q Presario 4716. At start up I am getting two short beeps. Everything checks out fine in DM and I ran Microscope tests as well. All appears well until I attempt to shut down. It goes down to the screen and says it is safe to shut down Windows, however, it will not shut off from the switch on top of the box I have to shut it down with the main. I do not know how to test the switch to see if that is the problem. I understand that with beep codes it is telling me something isfouled up in the boot process and not necessarily with the switch.
