Compaq Deskpro EN (Won’t shut ?)

My company just likes these PC’s I guess but I think there ok for some reason after the deskpro’s are all setup and all netware software and so on when I deliver the pc I almost always get a help desk call stateing
that when the user go to the start,shut down
button the pc seems to go to dos and the only thing on the screen is a blinking curser at the top right hand corner and the only thing I can think of is the hold the power button in untill the pc shuts down that way ? There has got to be a smarter way! I went into the PC configuration by pushing the F8 key upon boot up and didn’t find anything in there asking what I wanted the pc to do when I selected shut down.?
Please Help !!!
