Computer freeze while installing Win98

Pionex, 166Mhz, 64Mb ram, 10Gb, FAT32 format,
single partition. I am installing fresh win 98 on drive D-CDROM. Run setup. Initial stage it runs the scandisk is ok. Then, searching for the registry and copying the programs, it freeze(2nd stage). Tried to copy win98 program to drive c:\win98 (creating directory) and attempted to install
c:\win98 setup same problem. It freeze.
