Computer losing network connection

When a computer is turned off and then turned back on, sometimes the network logon screen does not appear. I have to run winipcfg to renew all leases and then restart the computer. Doing this always displays the logon screen again. This happens quite frequently.

We have WIN NT servers and WIN95 workstations.

Do you know what causes this to happen and what I should do to correct this problem.
