Computer monitor; on again off again

On my sister-in-law’s Gateway, her monitor keeps going blank, which I initially diagnosed as a problem with the monitor. However, after switching out the monitor and the cable with another monitor and cable, the same problem is occurring on the second monitor. The computer is running Win98. Could this be a power-related thing or another hardware-related problem such as the video card?
