Computer Refuses to Shut Down

I feel like I should be able to solve this myself, but it is driving me crazy. Since I installed a new Athlon (classic), Shuttle Motherboard, and 300w power supply in my existing box, I can choose Shut Down from Windows, but the computer will only restart. I am forced to use the power supply On/Off switch. What am I forgetting?
