Computer wont BEEP

Hi.
When I restart my win-98 computer it wont restart correctly. It will just cycle back and forth from the start of bootup. I have to press delete several times then press f 10… then yes for it to boot up. It then beeps and away I go.
1)What doyou think is the problem?
