Computer(s) has fallen and can’t get up

Hello,
Two friends have the same problem with building their computers. Two different systems (one Pentium 2, other Pentium 3). When the computers boot, no video, no beeps, nothing. Both computers have all new parts (checked out on other systems). Thought boards were shorting out (not the problem). Jumpers were also checked. At a loss. Any suggestions?
