Confused

I have a Packard Bell 400celeron with 128k ram, running on Windows ME. My problem is, I installed a 3C410 NIC card, and now the computer will not shut down. It will close windows, and power down, then start right back up. I have changed nothing in the bios configuration, or in windows. I don’t know what to do, other that pulling the plug. Any suggestions?
