Constant lock-up

I just installed windows xp pro on a Soyo sv-k7y dragon plus motherboard and am trying to use a ATI xpert128 pci video card. I am constantly rebooting because of lock ups. If I get lucky and am able to boot up in safe mode I see that there is no monitor in the device manager???? Any Ideas?? I even downloaded the latest ATI device drivers and instaled them according to the instructions to no avail.
