CPU Usage constantly HIGH

A user’s PC – once up and logged into Win2K Pro – his CPU usage soars at about 58-60% almost constantly – with an occassional dip down to 0-2% for a second or two – then right back up. In Task Manager the process using the CPU is “System”. This is ongoing even without apps running and no user interaction. Any thoughts??
