Crashed my PC, I think?

Well now I’ve done it! I think I really crashed my system. After trying everything everyone everywhere has suggested, I finally ended up using the “Disk of Death” (Restoration disk) and now I can’t get anything to work. I have a back up disk but can’t get to the “start,run” screen to use it. The pc does the windows scan because it wasn’t shut down properly and then it shuts off. Any ideas? This is urgent because I need to pay bills and can’t get into the @#$#$ thing to do so! Hubby tried to upgrade the IE is what started this whole thing.
