Create a forum on-line

How do I incorporate a discussion forum section in my web site? That is, a place within the site where people would submit their opinions about several technical topics and issues. These would then be reflected on-screen periodically as incoming input is updated. What are the required technical steps to create such an infrastructure? Thanks!
