Creating a web page

I am creating a very basic web page using Frontpage 2000, and publishing using IIS5 on a Windows 2000 box. Some of the pages i have included need to include links to download files to save for use at a later date. I wish for users to be able to download these files and be greeted with a ‘open or save to disk’ dialog box. However when linking these documents i can only get them to open as HTML pages. most of the files are XML. HELP!!
