Data Center Run Book Creation Applicatio

I am responsible for creating Run Books that our data center uses for supporting applications that are in Production. Are there any applications available that I can use to generate these Run Books (These Run Books need to contain Application Run Steps, Restart procedures, on-call names/phone numbers, etc.)? Currently I am using an Excel Spreadsheet and have created my own format but I am not happy with the results.
