Dead PC

Hello….i have a project PC that is quite Dead….i checked everything from the cables…to installing a new power supply.
This is a OLD p-90 Dell machine and when i boot it…nothing….no boot or check for bios…memory…nothing…..no fans work although the front one tries to go…and will…if i get it started with a push.
any help, would be appreciated. Thank You.
