defragmenting doesn’t work

Hello,

What can cause defragment utility to not work and how would I fix it?
I have the very first, oldest version of Windows 95 . When I start defragmenting it stops when it reaches about 3% and starts over again. It never completes.

In my friend’s Windows Me it goes almost to 90% and it stops.
