Dell notebook

I have A refurbished Dell Latitude cpi notebook with no OS installed on it. Using windows 98 boot disk to reinstall windows 98, the problem I’m having is using the boot disk you need to use the floppy drive when it
comes to where boot disk loads the drivers for the CD-ROM,the CD-ROM can not be found because you can only have the floppy drive. When you go and switch to the CD-ROM it says D: Can not be found
which is the CD-ROM.How can i get the CD-ROM to run in DOS so I can install windows?
