Desktop icons don’t show after hardboot

The title basically describes the problem. I have a couple workstations that hang on shutdown w/ Win98se. When they are rebooted the icons don’t appear on the desktop. Any sure fire remedies. These are both older Pentiums (P5 class)plenty of mem andhdd. Any sure fire remedies aside from an effecitve shutdown util?
