dial up behind

Whenever I dail up,either from OE or IE, this window opens up underneath the present window.Had previously tried out Tweak UI,change a few settings,but decided to uninstall it.this problem has occured since then ..but I dont remember changing anything to do with it. Now I cant reinstall even a new clean install of Tweak UI to see if I can find what I did wrong & change it back… Most frustrating…
