Dialup Networking Server

Hi all,
I have this rather annoying problem with Dialup networking server not responding I try to dial into the internet using my ISP software (gotrek)this has happened about 3 times I fight with it for hours trying to fix it,I run system file checker,Standard scandisk,IE 5.5 repair tool, uninstall and reinstall dialup networking server several times until i get it , Iam running win 98 SE 4 gb Hdd my ISP is Goconnect, does anyone have any idea why this is happening and how I can stop it? could it be a faulty modem ? the modem is an external Simplemodem 288 V3.4
