Did we blow it?

An relative of mine requested assistance with adding a NIC to her PC. We successfully instatlled the card and set up the DSL modem, but now the monitor is not working. At first we thought that maybe we unseated the video card while attaching the new card, so we reseated it but still the monitor stays dark. We did notice that the screen has an error on it (no signal) just before it fades out due the power management system. Is it possible that we blew the video card?
