difficulty installing modems

I have been repairing and upgrading computers and have recently started having difficulty installing modems. It does not seem to matter whether it is a new out of the box with the driver on cd or a legasy modem with the driver downloaded from the manufacturers website. I am usually adding the modem to a computer with win 95 installed. I have tried with the OS finding the modem and my going thru the process of finding the modem and telling the OS that I have a disk for the driver. Either way it appears that the modem is installed except when I go to check under control panel, modem, diagnostics, more info, I get the message that the modem is not connected or turned on. This has happened on three 486s and pentiums under 133 megahertz that I have just worked on. I have worked on a number of 486s and later with no problem. I have checked four repair manuals and can find nothing to tell me that either I am doing something wrong or that there is a particular glitch or gremlin that Ido not know about. Any suggestions?
