Direct disk access

I hav four drive c d e f I have win 98
install on drive c: I tried to install
winnt 4 to brive d: but the computer halted with error message a program is trying to write to drive c: the computer is running in a protected mode
to protect files and disk,no direct access to drive what can I do to install
