Disable Ctrl-Enter in Windows 98

I have to setup Windows 98 workstation with high security that we do not want the user to modify our configuration. I cannot find the way to disable Ctrl-Enter in Windows 98,
since Ctrl-Enter can open the property of the short-cut icon. I have searched Microsoft TechNet and some other sites, I have also posted this question to various Forums, however, no one can give me a solution.
